vehicular traffic needs to be discouraged.
Standards
Elite Format 2 complies with the performance levels in
European Standard BS EN 1338.
Elite Format 3 complies with the performance levels in
European Standard BS EN 1339.
Composition and manufacture
Format 2
Manufactured as a semi dry block paving product incorporating
quartzite aggregates.
Format 3
Wet cast in moulds with formers. Incorporates white cement for
high visibility.
Performance
Strength
Elite deterrent paving is not designed for traffic, although
occasional over run is acceptable.
The nature of the product suggests a deterrent to pedestrians
and vehicles and care should be taken when trafficking.

Installation guidelines
General principles
Installation design for Elite Deterrent block paving varies
according to the following factors:
- Application type (eg. footway or carriageway fitment).
- Specific traffic control needs.
- Block type: Format 2 or 3 (see product data).
Application types
Format 2: (aggressive profile) anti-vehicular/unauthorised
trolley removal deterrent.
Format 3: Deterrent paving for all environments.
Laying design
The intended deterrent surface is created by laying blocks as
follows:
- Format 2: Half or third-bonded. The latter creates
easier-to-sweep channels for litter/dirt removal.
- Format 3: Lay as Category 4 paving. Refer to flag paving
installation details.

Installation design
Edge restraints
Suitable kerbing or edge restraints are required. Most
proprietary kerbing, channelling or edging systems are suitable,
including the following Charcon systems:
These should be bedded in concrete and haunched (see Design
considerations and installation in kerb section).
Sub-grade
As for adjoining paved areas.
Sub-base
Material: granular sub-base type 1.
Compacted depth
- 100 mm for footway applications (or as per relevant Local
Authority specification).
For carriageway or access way (trolley deterrent) applications,
sub-base depth is dependent on overall design of specific
carriageway/access way (but 150 mm min.).
Bedding
Material: cement/sand mortar (1:3 mix)
Compacted depth:
- Format 2 – 30 mm.
- Format 3 – 25 mm.
Tamp down with a paviour’s maul to ensure firm bedding into
mortar.
